I. Radicals and Conservatives in the Early Reforms

To understand the implications of the incentives for the implementation of a reform in China, we must make a point of the relationship between the CCP radicals and conservatives.14 Both Deng Xiaoping and his senior supporters in power had been victims of the Cultural Revolution (1966–76) during which Mao criticized them for economic liberalism. The special events of Cultural Revolution meant that—regardless of their liberal or conservative ideology—they must unite or, at the very least, must not challenge each other in mutually tolerable matters during the early period of reform.
